2024 EPA Brownfields - Lorraine Center

The Analysis of Brownfield Cleanup Alternatives (ABCA) was prepared by Stantec Consulting Services (Stantec) for the City of Fountain, CO (City).  The purpose of the ACBA is to present options and costs for abatement of asbestos-containing materials (ACM) identified during the Asbestos Inspection report completed in the Lorraine Center building (Property) in September 2021. The report documented ACM substances in the Property located at 301 E. Iowa Avenue, Fountain, CO 80817, acquired by the City in 2015 from the Fountain-Fort Carson School District Eight (FCSD8).

The ABCA is available per a public notice published in The Gazette news publication dated as of October 21, 2024.

On October 30, 2024, a Public Meeting will transpire at 6:00pm MST hosted at City Hall, Council Chambers located at 116 S. Main Street, Fountain CO 80817; whereby representatives of Stantec and the City will share information on a forth coming Fall 2024 EPA Brownfields Cleanup Grant Application to aid in remediation and redevelopment of the city-owned Property. Virtual Meeting access requires advance registration.




The EPA CleanUp Brownfield Grant application is a working draft by Stantec and the City. The latest edition is available for review as of 10.24.24; please click here to access the application for public notice. 

In addition, the City has produced a Lorraine FAQ in partnership with the Downtown Colorado Inc. Community Challenge resource affiliate. This publication provides a broad concise overview of the project's anticipated timeline towards redevelopment under the 2020-2023 EPA Brownfields Coalition .

2021-2023 EPA Brownfields Coalition

The City of Fountain was a participant of a regional Coalition Partnership which was awarded an U.S. Environmental Protection Agency grant in late 2020 to support revitalization of brownfields — properties that have been, or may be perceived to have been, affected environmentally.

The 
Coalition  utilized the $600,000 in grant funding to inventory and prioritize brownfield sites for revitalization, help property owners assess existing site conditions, and plan for future cleanup and development reuse.  The Brownfield focus areas were known as the Fountain Creek corridor which encompass the US85 Urban Renewal Area in Fountain.
 
The Lorraine Center located at 301 E Iowa Avenue in Fountain, CO.Lorraine ReUse Site JPG   The site is comprised of 8.67 acres and is a former public school system facility to which the City seeks to steward reuse/redevelopment of the site on behalf of district revitalization. 

By participating in the EPA Brownfields program, the City received the following resources:

* Conceptual Site Plan Design and Engineering toward procuring a private-development partner
Public Survey and Community Engagement Services
* Existing and Environmental Site Assessment Reporting

City Council presentation on project findings was shared on December 6, 2022 by the Coalition Partnership.
