Recreation Rules and General Guidelines

RULES AND GENERAL GUIDELINES

The City of Fountain Recreation Department is devoted to ensure a positive, fun, and educational program to all ages, no matter the skill level. Throughout the year we offer numerous youth sports including: baseball, softball, tee-ball, soccer, flag football, basketball, and volleyball.  We also offer co-ed adult sports for ages 16 and older that include:  volleyball, kickball, and softball.  Many of our programs start at four years of age and can be played all the way up to 8th grade.

When determining the age group for a season, the year the season ends should be used for determining the birth year. Also note that the format “U followed by age” really means that age and younger. For example, U8 should be read as 8 and younger.

Youth Baseball and Softball

Fountain Recreation Youth Baseball/ Softball Programs (FRYBP) is a baseball league feeder program to Fountain Fort Carson Middle School.  Our first PRIORITY IS FUN!   While paving the road to success for future Trojans.

FRYBP will be instructional in nature, and is intended to introduce boys and girls to the building blocks of baseball and softball.

FRYBP will follow all current National Federation of State High School Associations  (NFHS) rules, except where modified by grade division.

Players will be chosen for teams through a random process or carpool necessity.  Every player in FRYBP is guaranteed a roster spot if entered prior to the league registration deadline.  Teams will not be altered following the coaches meeting without Recreation Department approval.  An individual may NOT participate in FRYBP practices or games unless registration is completed and a parent or guardian has signed an agreement waiver on his/ her behalf.  All games will be played with players from the original team roster unless coaches and officials agree otherwise.

Every player is guaranteed a minimum of two (2) full innings of playing time in each game, with the exception of injury, or late arrival of a player.  Every team will have a minimum of an eight (8) game schedule. However, makeup games are not guaranteed.  Games canceled due to unforeseen circumstances, i.e. inclement weather, games will be rescheduled if possible.

Fountain Recreation has a ZERO TOLERANCE policy toward fighting, flagrant, or intentionally violent penalties, abusive or obscene language and any other inappropriate behavior by players, coaches, parents or spectators.  The Head Sports Official reserves the right to ask any player, coach, parent, or spectator to leave the premises and cancel the game, the Recreation Coordinator has the authority to suspend any player, coach, parent or spectator for any number of games or indefinitely from participating in any recreation program.

Youth Basketball

Fountain Recreation Youth Basketball Program (FRYBP) is a basketball league feeder program to Fountain Fort Carson High School. While scores will be kept and competition will be encouraged, our first PRIORITY IS FUN!   While paving the road to success for future Trojans,

FRYBP will be instructional in nature, and is intended to introduce boys and girls to the rules and fundamentals of basketball.

FRYBP will follow all current Colorado High School Activities Association (CHSAA) basketball rules, except where modified by grade division.

Players will be chosen for teams through a random process.  Every player in FRYBP is guaranteed a roster spot if entered prior to the league registration deadline.  Teams will not be altered following the coaches meeting without Recreation Department approval.  An individual may NOT participate in FRYBP practices or games unless registration is completed and a parent or guardian has signed an agreement waiver on his/ her behalf.  All games will be played with players from the original team roster unless coaches and officials agree otherwise.

Every player is guaranteed a minimum of two (2) full quarters of playing time in each game, with the exception of  injury, or arrival of a player after start of the 2nd quarter (refer to “Playing Time Rules” for further details).  Every team will have a minimum of an eight (8) game schedule. However, makeup games are not guaranteed.  Games canceled due to unforeseen circumstances, i.e. inclement weather, will be rescheduled if possible.

Each team is responsible for either supplying a scorebook keeper or scoreboard operator for each game.  Official scores will be kept and displayed for all FRYBP games.

Fountain Recreation has a ZERO TOLERANCE policy toward fighting, flagrant, or intentionally violent fouls, abusive or obscene language and any other inappropriate behavior by players, coaches, parents or spectators.  The Head Sports Official reserves the right to ask any player, coach, parent, or spectator to leave the premises and cancel the game.  (Parking lot included)

Youth Flag Football

Program Overview:

Fountain Recreation Youth Flag Football Programs (FRYFFP) is an fun and educational program designed to give parents and kids an alternative to tackle football.  Our first PRIORITY IS FUN!  

FRYFFP will be instructional in nature, and is intended to introduce boys and girls to the building blocks for both flag and tackle football.

FRYBP will follow all current National Federation of State High School Associations  (NFHS) rules, except where modified by grade division.

Players will be chosen for teams through a random process or carpool necessity.  Every player in FRYFFP is guaranteed a roster spot if entered prior to the league registration deadline.  Teams will not be altered following the coaches meeting without Recreation Department approval.  An individual may NOT participate in FRYFFP practices or games unless registration is completed and a parent or guardian has signed an agreement waiver on his/ her behalf.  All games will be played with players from the original team roster unless coaches and officials agree otherwise.

We do have officials; however, we expect individuals to respect the league’s culture of fair and fun play. Foul language and rough play will not be tolerated and individuals who cannot adhere to our standards of fair play and sportsmanship may be asked to leave the league. FRD wants everyone to have fun, and be social while enjoying a great sport.  FRD will do whatever they can to make sure all players are having fun and being safe.
